Data involve transactions conducted from January 2004, following enactment of the 2003 Economic Stimulus Bill, to April 2008. Data for individual programs are updated when provided by the administering agencies.  Some Fact Sheets for programs created under the 2006 Economic Stimulus Bill (listed in columns 2 and 4 in table above) have not yet been developed.

MEEAP is tracking programs that are funded or authorized under the 2003 and 2006 Economic Stimulus Bills and that appear to have the advancement of economic development in an area or region as a major intended outcome.  Those include programs intended to promote high technology and other forms of research and development, programs to bolster the workforce through job training and education, programs to help small businesses in economically distressed areas, and programs to fund the environmental cleanup of properties in order to develop them economically.

Note 1: The STEM Pipeline Fund received an additional $4,000,000 appropriation under the Fiscal Year 2008 state budget (Chapter 61 of the Acts of 2007, section 62).

Note 2: The CITI Fund program was previously administered by the Board of Higher Education as part of the Massachusetts Mathematics, Science, Engineering, and Technology Fund (the STEM Pipeline Fund), under the 2003 Economic Stimulus Bill.

Note 3: This amount represents insurance subsidies approved under the BRAC program.

Note 4:  The Jobs Incentive Payment Pogram was created under the 2003 Economic Stimulus Bill and expanded under the 2006 Economic Stimulus Bill.

Note 5:  This amount represents job vacancies filled under BayStateWorks programs.

Note 6:  This amount includes three separate appropriations in the 2006 Economic Stimulus Bill for workforce development programs to be administered jointly by the Department of Workforce Development and the Board of Education (Sections 91 and 92 of the 2006 Economic Stimulus Bill).

Note 7: The 2003 Economic Stimulus Bill authorized the transfer of all assets of the former Urban Initiative Fund to the MCDFC.  Those assets totaled approximately $1.6 million. The Bill also appropriated an additional $1 million to recapitalize the MCDFC.  Those funds have been used to support the the lending activities of the agency.

Note 8: This amount represents venture capital investments in start-up companies by the Massachusetts Technology Development Corporation.

Note 9: MassMEP reported that actual economic stimulus funding received by MassMEP in Fiscal Year 2007 totaled $556,000.

Note 10:  This amount includes four separate appropriations in the 2006 Economic Stimulus Bill for the listed research and manufacturing centers (Sections 2A, 2B, 24, and 103 of the 2006 Economic Stimulus Bill).
